  1. An embargo is the legal prohibition by a 
  2. government of trade with another country, 
  3. forbidding foreign ships to leave or enter 
  4. its ports. Trade embargoes may be imposed on 
  5. a country seen to be violating international 
  6. laws. From 1993 a United Nations oil and arms 
  7. embargo was imposed against Haiti in an 
  8. attempt to undermine the island's military 
  9. regime and force the return of its deposed 
  10. civil president, Jean-Bertrand Aristide.
